Some consider it a fall tradition, but others see it as a health hazard. For years, residents of Effingham have been allowed to burn their leaves, with virtually no restrictions. But as News Watch's Jesse Guinn city leaders are looking to possibly change the rules. Bloemker says there's no time frame on when the city will make a decision on a city burn ordinance. He tells News Watch more research needs to be done before deciding if all burning will be banned, or if city will just restrict days and times when residents can burn. Right now, residents can still burn anytime during the day, but all fires need to be out before dark.
