One Illinois county is breaking new ground and could make fireworks legal.
Effingham County officials are looking to create their own fireworks ordinance.
If this happens, Effingham would be the first Illinois county to legalize consumer fireworks.
Board member Jim Niemann says a loophole in state law would allow counties to sell items like helicopters, aerial spinners and Roman candles.
Niemann says yearly, the state loses $19 million in firework sales to neighboring states.
He expects the county board to address the matter at next month's meeting.
