Frontier Communications, Co Bank, and DISH Network started a competition to give grants to rural communities for economic development. A string of towns in central Illinois is up to the challenge, hoping to be named America's Best Community. The competition is a long process, the communities winning millions will be announced in 2017. The first round of finalists will be awarded $35,000, and that announcement comes at the end of April.
